In most cases yes. Aluminium storefront framing is designed to be re-glazed. We only recommend frame work when the framing itself is bent, corroded or no longer anchored properly.
Tempered breaks into small blunt pieces and is the usual safety glazing in storefronts. Laminated holds together on a plastic interlayer, which is why it is used where security or containment matters.
No. Fogging means the perimeter seal has failed and moisture is inside the cavity. The unit has to be replaced; there is no reliable field repair for a failed insulated glass unit.
